- Structure of Guam's system
The prevention and training branch is under the umbrella of the Division of Clinical Services of the Department of Mental Health and Substance Abuse. The purpose and goal of this branch is to help guide, direct, and provide resources, training, and technical assistance for community organizations and individuals to:
1. Prevent drug use by children and youth.
2. Reduce drug use and abuse by adults on Guam.

One day later than Hawaii, and US Mainland, but six hours earlier than Pacific Standard Time, (seven hours earlier during daylight savings time). For example, when it's 6:00 p.m. Monday in San Francisco (Pacific Standard Time), it's Noon on Tuesday in Guam.
